I have a heard that you should not use an embroidery hoop for hand quilting. If your tension is not right on the fabric it will be hard to get the rocking motion going.
I put my fabric in the hoop, then tighten the nut. Then I lay the hoop on the table and put my hand in the center pressing lightly to test the tension. It should give and then bounce back not sag. And if you can not press it down to the table it is probably too tight. It was once said to me that it should look like the cat just sat on the fabric. Does that make sense?
